Jay Todd is the Director of Behavioral Health Innovation and Engagement at Texas Health and Human Services. He has over 25 years of public health experience working in the areas of Health Communications, Disaster Preparedness, HIV/STI Training and Public Education, and Medicaid benefit policy. Since 2016, he has worked in Behavioral Health on the development of certification processes for Texas Certified Community Behavioral Health Clinics (CCBHCs), ultimately certifying 40 Texas CCBHCs. This number has grown as CCBHC management became a stand alone area within Texas Behavioral Health Services. Current focuses also include grants management, capacity building, and process improvement. His work on implementation of CCBHCs served as the platform for development of broader integration between behavioral health and primary care. Since 2018, he has served as Project Director for Texas' SAMHSA funded Promoting Integration of Primary and Behavioral Health Care (PIPBHC) grant, and is the Project Director for a new SAMHSA PIPBHC grant focused on rural East Texas with the goal of identifying rural specific challenges and opportunities in the development of integrated, whole person care. He holds an MPH in Healthcare Management from the University of Texas Houston School of Public Health, and is a Lean Six Sigma Green Belt.
