Sarah Arnquist is an independent consultant focused on Medicaid and behavioral health policy and service delivery models to build high performing care delivery networks. From conception to implementation, Sarah has supported Full Circle Health Network, a collaborative of nonprofit agencies across California, in delivering new Medicaid managed care plan benefits. Sarah has a successful track record of developing and launching innovative programs at scale that address the needs of individuals with complex conditions. Sarah’s experience includes being a senior vice president of integrated care solutions for a technology services company focused on interoperability and community health information exchanges, as well as serving as the President of Beacon Health Options of California (now Carelon Behavioral Health). Sarah’s prior health policy consulting work included working with California’s Medi-Cal leadership to stand up the Centers for Medicare and Medicaid Innovation Center’s original dual eligibles demonstration and documenting California’s byzantine behavioral health payment structures. Sarah worked as a value-based health care services researcher at Harvard’s School of Public Health and began her career as a daily newspaper reporter winning awards for her coverage of local health care and social service issues. Her writing has been published in the New York Times and Harvard Business School Press. She holds bachelor’s degrees in journalism and Spanish from the University of St. Thomas and a master’s in public health from Johns Hopkins Bloomberg School of Public Health.
