Jackie advocates for privacy rights for people who use drugs and people living with HIV. She provides legal counsel, training, and technical assistance on federal and state health privacy laws. For the last six years, Jackie has been the health privacy lead for the national Center of Excellence for Protected Health Information. She has also advised and represented individuals following a breach of their health privacy. Jackie is currently updating Legal Action Center's book on the federal privacy protections for substance use disorder treatment records, Confidentiality and Communication (9th edition forthcoming 2025). Jackie is a graduate of the University of California at Berkeley and New York University School of Law.
