Heidi Arthur, LMSW, is a principal with Health Management Associates. She has 25 years’ experience in delivery system redesign to promote access and improve the health and human services available to those receiving publicly financed care. She is also the parent of a child who has a serious emotional disturbance, which informs her recent work supporting state agencies, managed care plans, and community based providers to address the youth behavioral health crisis. Prior to joining HMA, she was the vice president of a behavioral health grant writing firm for 10 years, and she formerly held grants management positions for the New York City Department of Health, the New York State Office of Mental Health and various provider agencies in New York and Virginia. She started her career in direct practice with children and families, including implementing an early Systems of Care program for women who were pregnant and parenting, serving as a child welfare worker, a foster care worker, providing intensive in-home therapy, and then working as a government administrator supporting the post-9/11 NYC and NYS school-based counseling response. She is a frequent conference speaker and most recently co-founded Lifting Voices and Taking Action, a project that aims to transform the children’s behavioral health system by elevating the perspectives and experiences of youth who have faced severe mental health challenges and their families.
