Frank McStay is an Assistant Research Director for Medicare Accountable Care Transformation at the Duke-Margolis Center for Health Policy. Frank has broad expertise in value-based payments, clinical economics, and Medicare and Medicaid policy, and knowledge in statistical and computational modeling. Prior to re-joining Duke-Margolis (Frank was previously part of the founding staff of Duke-Margolis), Frank was a Senior Policy Advisor at Baylor Scott and White Health, the largest non-profit health system in Texas, and provided research, regulatory, and government affairs expertise, and Senior Research Assistant at the Brookings Institution. Mr. McStay received is Masters in Public Administration from SUNY Albany, with a concentration on analytical methods and health policy, and his Bachelors from Austin College majoring in International Relations and Leadership.
