Ellen Breslin, MPP, is a principal with Health Management Associates, serving the health policy needs of national, state, and local clients. Her career spans more than 35 years. She has dedicated her career to advancing health justice for individuals with a range of chronic conditions and disabilities, covered under Medicaid and/or Medicare. She was the first director of Medicaid managed care payment and analysis at MassHealth (Medicaid), where she developed, negotiated, and managed all key financial provisions of contracts with all managed and integrated health plans in Massachusetts. Prior to this, she was a principal analyst for the U.S. Congressional Budget Office, where she worked on national health care reform and wrote reports and testimony for the Congress. In her early days, she was a budget analyst for the Massachusetts House Ways and Means Committee. Over the decades, Ellen has conducted many research projects to advance a better healthcare system for Medicaid and/or Medicare covered individuals. She has authored reports on Medicaid disparities, CBO partnerships, and integrated care programs for dually eligible individuals. She has worked for AcademyHealth, Arnold Ventures, Association for Community Affiliated Plans, Community Catalyst, the Massachusetts Medicaid Policy Institute (MMPI) of the BCBS of Massachusetts Foundation, and State Health and Value Strategies (SHVS). Most important of all, she has lived experience and expertise as a mother of a son with mental health including SUD conditions. She continues to navigate a difficult system to secure the right services to support his needs. She received the Mary Lou Maloney Award 2019 from the Disability Policy Consortium (DPC), for empowering people with all disabilities in the Commonwealth of Massachusetts. Breslin received her master’s degree in public policy from Duke University. With her colleague, she co-authored "Lifting Youth and Family Voices to Transform the Children’s Behavioral Health System," to advance meaningful, actional change to promote equity and innovations in mental health and substance use care delivery.
