Traditional fee-for-service behavioral health (BH) arrangements do not support a truly integrated care model. BH providers and health plans must reimagine funding and align payment models to support integrated care. Horizon Blue Cross Blue Shield of New Jersey (Horizon BCBSNJ) and their BH partners in the Integrated System of Care (ISC) have overcome many of these obstacles. ISC members report significant clinical improvements (reductions in days of social needs, mental health and substance use symptoms, improvement in quality of life). The ISC has also realized substantial financial impacts (reduction in emergency department visits and inpatient stays, total cost of care).
